Michael Achenbach 0dd835d571 [build] Add generic num fuzzer isolates 
We'll use one generic isolate for all number fuzzers. The previous
deopt isolate will be deleted, once the infra hooks have changed.

TL;DR version on *nix:
$ make dependencies        # Only needed once.
$ make ia32.release -j8
$ make ia32.release.check  # Optionally: run tests.
