Bill Budge 1ea3fd2e13 Revert "[Memory] Use OS::Allocate for all OS memory allocations." ... This reverts commit 7e78506fc2. Reason for revert: Broke Android build on Arm64. Before we would reserve > (size + alignment) rounded up to page size.
