Johannes Henkel 2f205f5a33 [DevTools] Roll inspector_protocol (V8)
New revision: 726836d7317a4031f48af9960bab51d7a2ab2867

The gist is that serialization is direct from
protocol objects to CBOR, no more detour via
protocol::Value.
