Michael Achenbach 0a35d6f985 [test] Let flags from test case have precedence 
The status-file flags and the flags from the test case's source code
must always overwrite extra flags set by bots.

If you change the heap layout, expect this test to fail (in CQ). You will then
need to build x64 release and run `<outdir>/mkgrokdump > tools/v8heapconst.py`
to rebaseline.
