machenbach e89a7b4797 [Swarming] Switch off test isolation check by default. 
The steps are slow on dev workstations. Having them
run by the bots should be enough. The bots pass the mode
explicitly.

$ make dependencies        # Only needed once.
$ make ia32.release -j8
$ make ia32.release.check  # Optionally: run tests.
