CheckedInt32ToTaggedSigned -> ChangeTaggedSignedToCompressedSigned was being simplified to CheckedInt32ToCompressedSigned. However, sometimes the effect chain is not propagated correctly. Since we have plans to remove the Compressed MachineRepresentation, we can remove this optimization now.
