Ross McIlroy e63347c511 [Turboprop] Enable turbo_direct_heap_access with Turboprop ... Concurrent inlining is enabled for TurboProp compiles, but we don't enable the --concurrent-inlining flag so don't also set the implied turbo_direct_heap_access flag. This CL fixes this.
