Matthias Liedtke 1017e8e2f8 [x64][codegen] Fix bug reducing right shifts to 32 bit
If a shift right is performed with a negative value <= -32,
it may not be reduced to a 32 bit shift.
The reduction optimization was introduced by commit
2298b35f7c.
