Changes: - Remove an obsolete TODO from wasm-module-builder. - Replace CHECK with gTest's EXPECT in unittests. - Remove setting of --experimental-wasm-liftoff-extern-ref in wasm-gc. - Test test-gc/JSAccess with Liftoff. - Remove useless #undef's from module-decoder-unittest.
