When --concurrent-inlining is on, run bytecode analysis for all relevant functions at serialization time, and store the results in the broker. Change bytecode analysis such that running it for OSR produces information that subsumes the non-OSR case. This lets us avoid doing and storing two analyses for the top-level function in case we do OSR and the function gets inlined into itself.
