Bill Budge 9568cea8bf [API] Remove ArrayBuffer::Allocator virtual memory methods. 
- Removes Reserve, Free (overload) and SetProtection methods.
- Updates comment on enum which we still need to distinguish
  between allocated and reserved ArrayBuffers.

If you change the heap layout, expect this test to fail (in CQ). You will then
need to build x64 release and run `<outdir>/mkgrokdump > tools/v8heapconst.py`
to rebaseline.
