This CL implements the tier-up strategy where the interpreter can be used for an arbitrary number of executions for every regex, before tiering-up to the compiler. The only exception is for functional global replaces, where we eagerly tier-up to native code right away. To use the tier-up logic --regexp-tier-up=value needs to be set. It is currently set to 0 by default.
