Frank Tang ca43e2d0f8 [Temporal] Remove unnecessary code 
Remove the unnecessary int64_t version of RoundNumberToIncrement
and remove the unneeded RoundHalfAwayFromZero. Change the type of the
increment to double from int64_t.
