Templatizes the AccumulatorUsage and OperandType for BytecodeNode creation and BytecodeRegisterOptimizer::PrepareForBytecode. This allows the compiler to statically know whether the bytecode being created accesses the accumulator and what operand types need scaling, avoiding runtime checks in the code.
