Fix two more places where StringToBigInt differs from parseInt: - Binary and octal radix prefixes are supported - Trailing non-whitespace junk is not allowed This is done with a new Behavior enum in BigIntParseIntHelper, along with a couple of bool configuration flags in StringToIntHelper.
