Add "Changes since 3.1.0" section to the README

Browse Source 
Separate it from the "Changes since 3.0" version which combines both the
most important changes in this one and the changes from 3.1.0 itself.

- Several enhancements to wxStyledTextCtrl including better support for
custom lexers and auto-completion.

operating systems (macOS 10.12) are now supported and all the third
party libraries have been updated to their latest versions.
