Fix wrong use of wxALIGN_CENTER_VERTICAL in wxPreviewFrame.
Don't use this flag in a vertical sizer, it doesn't make sense. Also use wxSizerFlags instead of multiple argument Add() overload for clarity. Closes #16953.
