Fix compilation in !wxUSE_LOG_DEBUG && !HAVE_VARIADIC_MACROS case.

Define the "unused" variable unless wxLogDebug() calls are variadic macros
(not evaluating their arguments at all) and not functions.

Fixes compilation broken since r71466.
