68fe70ea1f define HAVE_LARGEFILE_SUPPORT in setup.h when large files support is available and test for it in wx/filefn.h (closes #10844); document that wx/filefn.h must be included before testing for wxHAS_LARGE_(F)FILES

89a7e1ff98 Added wxLOCALE_DATE/TIME_FMT support to wxLocale::GetInfo(). 
- Implement for POSIX and Win32, TODO for OS X
- Use this instead of ad hoc code in wxDateTime::ParseFormat()
- Remove HAVE_STRPTIME, we don't need nor use strptime() any more

479647105b Fixed wxAtomicInc/Dec() to not use asm/atomic.h header on Linux - it's kernel internal, not available for userspace in newer kernel versions and broken for userspace on some platforms. Use GCC's builtins instead.

07b1232d2c moved wxUSE_CRASHREPORT checks to wx/msw/chkconf.h; added it to setup.h.in so that it gets defined (always as 0 as mingw32 doesn't support it anyhow) for configure builds too
