Ported forward changes to 2.2 packaging.
Don't build/run tex2rtf for -arch builds. It segfaults on Alpha.
Added extra (required) -dev package deps.

Updated /debian with the latest changes from 2.2 branch.
Applied patch from 2.2 to setup.py to allow the setting
of a 'trick' wx-config for in-tree package builds.
