7db9b707b2 Ensure that include paths to 3rd party libraries come first 
Rearrange wx_{lib,dll} templates definitions to put 3rd party include
paths in the beginning, before WX_CPPFLAGS inherited from wx_{lib,dll}_b
template, so that our own 3rd party libraries headers are found before
the system ones, if we're using built-in versions of the libraries.

1250eac850 Don't use GUI 3rd party libraries for non-GUI libraries 
Don't use include paths for jpeg, png and tiff libraries when building
non-GUI projects, such as base, net or xml, and don't make these
libraries depend on the GUI 3rd party libraries neither.

No real changes, just simplify things a bit.

0a02f4c190 Increment version number to 3.1.4 
Done by running misc/scripts/inc_release, manually updating version.bkl,
rebaking and rerunning autoconf.

Also a header for the next version to the change log.

3c59f46b64 Convert even more CRLF files to use LF in the git repository. 
Somehow more files appear as modified now, after fixing "all" of them in the
previous commit. Convert these files as well. Will there be more in the next
clone?

202f62b4c4 Generate 64 bit configurations in MSVC 8/9 projects. 
Update bakefile configuration to include x64 configurations into MSVS 2005 and
2008 projects (2003 doesn't support building in 64 bits, 2010 and later are
manually maintained and already have them) and rebake the projects.

Closes #13675.

0d4ad161d5 Remove support for Win9x from wxMSW. 
Most importantly, this allows us to remove all MSLU-related stuff.

Some functions which were previously loaded dynamically can now be just used
directly, too.

e27f554012 Use the same console event loop in wxBase and wxCore in wxMSW. 
Refactor the console event loop code into separate files to untangle it from
the GUI version and ensure that it doesn't depend on the GUI at all. It can
now be defined in the base library and simply reused by the core one.

This also makes the console event loop usable for other ports under Windows,
e.g. wxGTK.

Closes #14426.

ffa7b75018 Remove private headers from files.bkl. 
Private headers are not supposed to be installed because they are only use
when building wxWidgets itself, so don't list them in files.bkl.

4707c7c3d1 Disable VC8+ deprecation warnings for standard functions at bakefile level. 
We already define the symbols needed to disable the warnings in wx/defs.h but
this isn't enough for third party code not including it, so define them in the
project settings directly.

Closes #11009.

c6684d425d Use "d" suffix according to DEBUG_RUNTIME_LIBS, not DEBUG_FLAG. 
The "d" suffix is now only used under Windows and indicates that we link with
debug CRT version.
