This is a preliminary ARM64 platform support for wxWidgets at "it
compiles" stage. This will allow building and testing wxWidgets based
apps for oncoming Windows 10 ARM64.
Requirements:
- Visual Studio 2017 Update 4 or later with Visual C++ compilers and
libraries for ARM64 component installed
Building:
1. Open command prompt.
2. Change directory to build\msw subfolder.
3. Run "C:\Program Files (x86)\Microsoft Visual
Studio\2017\Community\VC\Auxiliary\Build\vcvarsamd64_arm64.bat" once.
4. Use `nmake TARGET_CPU=ARM64 ...` to build required flavor of wxWidget
libraries.
Notes:
1. Building of *.sln/*.vcxproj files does not support ARM64 yet. This
requires to hardcode Windows SDK to 10.0.15063.0 or later in
*.vcxproj files, which would render them non-compilable in older
Visual Studio versions. Microsoft is aware of this issue and is
planning a fix in the next version of Visual Studio.
2. wxmsw31ud_gl.dll does not build yet. Awaiting Microsoft to deliver
missing opengl32.lib for ARM64. Please, specify USE_OPENGL=0.

Most importantly, this allows us to remove all MSLU-related stuff.
Some functions which were previously loaded dynamically can now be just used
directly, too.

The samples makefiles were not regenerated after the recent Scintilla changes
(see r74425), do it now. There are no real changes for most of them (except
stc sample), but it ensures that rerunning bakefile doesn't change anything.

The library was already present in the makefiles but came before the
monolithic library itself, which broke the linking of the samples when using
GNU ld as the dependent libraries must come after the libraries using them.

Define _CRT_SECURE_NO_DEPRECATE, _CRT_NON_CONFORMING_SWPRINTFS and
_SCL_SECURE_NO_WARNINGS when using makefiles to build the library too for
consistency with the project files.
These defines are only needed for VC8 and later but should do no harm for the
previous versions.

Fix linking errors when using wxXML in sttaic monolithic build: in this case
we must link with expat but it was listed too early, before wxWidgets
libraries using it, in the bakefile-generated makefiles.
Now add it to the end of the linker command line too by including -lexpat in
EXTRALIBS_FOR_BASE which are appended to the linker arguments.
Notice that now -lexpat is linked twice because it is still added by
<wx-lib>xml</wx-lib> in bakefiles, even in monolithic build, but I don't know
how to avoid it and it is harmless anyhow.

Standardize on using sample.rc and sample icon in all the samples, it was
confusing that some of them used it and other didn't, without any apparent
logic.
Remove the now unnecessary icon files, including the dialogs sample icon which
seemed to be corrupted (this closes#11146).
Also replace multiple OS/2 resource files with a single one in the sample
directory. The OS/2 projects/makefiles would need to be updated to use them.
Remove dialogs sample icon.

Unfortunately 0.2.7 release contained a bug in msvc backend which resulted in
warnings generated for each file compiled. Apply the fix from bakefile svn to
fix this (and test if no other problems are found).
Also update all makefile.unx after changes of r62477.
