added symbol __WXGTK12__  (do not use GTK_MINOR_VERSION in your code
    as this is undefined anywhere outside wxGTK itself)
  updated wxGTK.spec for local builds
  fixed clipboard clear/setdata race
  test for wxConvLocal in dialogs sample
