Factor out the keyboard handling code in wxAnyScrollHelperBase allowing its reuse in wxVarScrollHelperEvtHandler. Now wxVarScrollHelperBase handles cursor keys in a sane way by default too and also allows disabling their handling, just as wxScrolledWindow.
