Vadim Zeitlin 089eeea3ef Fix wxMSW build with wxUSE_UXTHEME==0
Make wxUxThemeIsActive() available even in this case to fix compilation
in some places and add the unavoidable preprocessor checks in other
ones.

Closes #18207.
