Remove MMI from Publish-NuGetFeed
...
This project was removed and provided as a package in the windows-build
submodule. The artifact uploading to AppVeyor fails because this was not
updated.

This will skip them for Linux and OS X (which are currently slower than
AppVeyor).

update PSVersionTable code to use powershell.version rather than .version because on Linux the .version file doesn't seem to be binplaced. I postulate this is because it's a hidden file
