Fixes the CTS test
`dEQP-VK.spirv_assembly.instruction.compute.opundef.undefined_constant_composite`
and helps with another,
`dEQP-VK.spirv_assembly.instruction.compute.opundef.undefined_spec_constant_composite`.
Unfortunately, fixing the latter requires another change.
