Generalize the copyright check (#4702)
The copyright check has hardcoded the years that can appear in the
copyright check. This means is has to be constantly updated as new
years or range of years are needed.

We try to avoid this, at least for a while. We allow years up to 2027.
The ranges for the years allow any combination of from 2014 to 2027.

spirv-opt: add pass to Spread Volatile semantics (#4667)
Add a pass to spread Volatile semantics to variables with SMIDNV,
WarpIDNV, SubgroupSize, SubgroupLocalInvocationId, SubgroupEqMask,
SubgroupGeMask, SubgroupGtMask, SubgroupLeMask, or SubgroupLtMask BuiltIn
decorations or OpLoad for them when the shader model is the ray
generation, closest hit, miss, intersection, or callable shaders. This
pass can be used for VUID-StandaloneSpirv-VulkanMemoryModel-04678 and
VUID-StandaloneSpirv-VulkanMemoryModel-04679 (See "Standalone SPIR-V
Validation" section of Vulkan spec "Appendix A: Vulkan Environment for
SPIR-V").

Handle variables used by multiple entry points:

1. Update error check to make it working regardless of the order of
   entry points.
2. For a variable, if it is used by two entry points E1 and E2 and
   it needs the Volatile semantics for E1 while it does not for E2
  - If VulkanMemoryModel capability is enabled, which means we have to
    set memory operation of load instructions for the variable, we
    update load instructions in E1, but do not update the ones in E2.
  - If VulkanMemoryModel capability is disabled, which means we have
    to add Volatile decoration for the variable, we report an error
    because E1 needs to add Volatile decoration for the variable while
    E2 does not.

For the simplicity of the implementation, we assume that all functions
other than entry point functions are inlined.

spirv-opt: A pass to removed unused input on OpEntryPoint instructions. (#4275)
The new pass will removed interface variable on the OpEntryPoint instruction when they are not statically referenced in the call tree of the entry point.

It can be enabled on the command line using the options `remove-unused-interface-variables`.

Migrate all Kokoro build scripts over to use the docker VM image (#4114)
* Work around GCC-9 warning treated as error

```
../source/opt/instruction.h:101:23: error: '*((void*)& operand +32)' may be used uninitialized in this function [-Werror=maybe-uninitialized]
  101 |     uint64_t result = uint64_t(words[0]);
```

* Migrate all Kokoro build scripts over to use the docker VM image

Required updating the NDK SDK and build scripts, as well as the check_copyright for handling 2021.

Update version number to 200 revision 2

* Apply content from OpenCL.DebugInfo.100 extension text

* Rename grammar file

* Support OpenCL.DebugInfo.100 extended instructions

Add support for prefixing operand type names, to disambiguate
them between different instruction sets.

* Add tests for OpenCL.DebugInfo.100

* Support lookup of OpenCL.DebugInfo.100 extinst

* Add tests for enum values

* Recognize 2017-2019 as copyright date range

2e93e806e4 Initial implementation of if conversion
* Handles simple cases only
* Identifies phis in blocks with two predecessors and attempts to
convert the phi to an select
 * does not perform code motion currently so the converted values must
 dominate the join point (e.g. can't be defined in the branches)
 * limited for now to two predecessors, but can be extended to handle
 more cases
* Adding if conversion to -O and -Os

 * For debug use only (no caching is done)

 individual instruction
* Added a test for whole module output
* Disabling Microsoft checked iterator warnings

120ddffb41 Ignore clang-format-diff.py from copyrights check
Having that script locally, for example to run check_code_format.sh
before sending a pull request, would cause the copyright notices check
to fail.

b1b494835d Fix copyright check when the build directory is in the source directory.
The IDE I am using places the cmake build directory inside the source
directory. When that happens the copyright check fails because the
build process creates a file CMakeCXXCompilerId.cpp. That file does
not have the copyright information, so the test fails.

I want this file to be ignored, so I added its directory, CompilerIdCXX,
to the list of directories to be ignored.

86627f7b3f Implement Linker (module combiner)
Add extra iterators for ir::Module's sections
Add extra getters to ir::Function
Add a const version of BasicBlock::GetLabelInst()

Use the max of all inputs' version as version

Split debug in debug1 and debug2
- Debug1 instructions have to be placed before debug2 instructions.

Error out if different addressing or memory models are found

Exit early if no binaries were given

Error out if entry points are redeclared

Implement copy ctors for Function and BasicBlock
- Visual Studio ends up generating copy constructors that call deleted
  functions while compiling the linker code, while GCC and clang do not.
  So explicitly write those functions to avoid Visual Studio messing up.

Move removing duplicate capabilities to its own pass

Add functions running on all IDs present in an instruction

Remove duplicate SpvOpExtInstImport

Give default options value for link functions

Remove linkage capability if not making a library

Check types before allowing to link

Detect if two types/variables/functions have different decorations

Remove decorations of imported variables/functions and their types

Add a DecorationManager

Add a method for removing all decorations of id

Add methods for removing operands from instructions

Error out if one of the modules has a non-zero schema

Update README.md to talk about the linker

Do not freak out if an imported built-in variable has no export
