Remove the definitions of HWCAP_IMPORTANT after removal of
LD_HWCAP_MASK / tunable glibc.cpu.hwcap_mask. There HWCAP_IMPORTANT
was used as default value.

Remove the definitions of _DL_PLATFORMS_COUNT as those are not used
anymore after removal in elf/dl-cache.c:search_cache().
Note: On x86, we can also get rid of the definitions
HWCAP_PLATFORMS_START and HWCAP_PLATFORMS_COUNT.

1. Add the directories to hold Power11 files.
2. Add support to select Power11 libraries based on AT_PLATFORM.
3. Let submachine=power11 be set automatically.

This patch adds a new feature for powerpc. In order to get faster
access to the HWCAP3/HWCAP4 masks, similar to HWCAP/HWCAP2 (i.e. for
implementing __builtin_cpu_supports() in GCC) without the overhead of
reading them from the auxiliary vector, we now reserve space for them
in the TCB.
This is an ABI change for GLIBC 2.39.

and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

Starting with commit 1616d034b6
the output was corrupted on some platforms as _dl_procinfo
was called for every auxv entry and on some architectures like s390
all entries were represented as "AT_HWCAP".
This patch is removing the condition and let _dl_procinfo decide if
an entry is printed in a platform specific or generic way.
This patch also adjusts all _dl_procinfo implementations which assumed
that they are only called for AT_HWCAP or AT_HWCAP2. They are now just
returning a non-zero-value for entries which are not handled platform
specifc.

Add support for AT_L1I_CACHESIZE, AT_L1I_CACHEGEOMETRY,
AT_L1D_CACHESIZE, AT_L1D_CACHEGEOMETRY, AT_L2_CACHESIZE,
AT_L2_CACHEGEOMETRY, AT_L3_CACHESIZE and AT_L3_CACHEGEOMETRY when
LD_SHOW_AUXV=1.
AT_L*_CACHESIZE is printed as decimal and represent the number of
bytes of the cache.
AT_L*_CACHEGEOMETRY is treated in order to specify the cache line size
and its associativity.

HWCAP-related code should had been updated when the 32 bits of HWCAP were
used. This patch updates the code in dl-procinfo.h to loop through all
the 32 bits in HWCAP and updates _dl_powerpc_cap_flags accordingly.
Some features in hwcap.h do not have matching string descriptors
to be displayed when LD_SHOW_AUXV=1. This patch fixes the problem.
