With this patch applied, I get 13 glibc testsuite failures using
TIMEOUTFACTOR=4 on a HiFive Unleashed running Fedora Core 29, using top of
tree binutils and gcc. 5 of those failures are due to a kernel bug. Without
the patch, there are over a hundred failures.
This patch is incidentally similar to the powerpc-nofpu ulps update that
Joseph Myers added a few days ago.

Note: I regen'd these from scratch, but I'm only committing the
increases, as I only tested on hardware. There were a few 2->1
decreases that I omitted, possibly "for now".
I started with the aarch64 ABI lists and manually went through each
difference, ensuring that the missing entries had been deprecated along
the line. Darius generated the ulps files by running the test cases on QEMU.
