Owen Taylor 68269a3f2a Configure changes:
Change test ! `...` to test -z `...`
    (Harald Meland <Harald.Meland@usit.uio.no>)
  Change $gtk_cv_x_locale to $need_x_locale so it isn't cached.
  With --enable_debug, don't touch CFLAGS if they're already set.

                              - owt (OK, which platform does this break?)
