Locations aren't in the official PSA API specification yet (they've
only be made public in Mbed TLS). Until version 1.0.1 of the API
specification is out, this document needs to explain locations.

Rather than have some functions take the in-memory copy of the
persistent data as argument, allow all of them to access the
persistent data, including modifying it.

Opaque drivers only have a destroy function if the key is stored in
the secure element.
Expand on how key creation works. Provide more explanations of
allocate_key in drivers for secure elements with storage. Discuss key
destruction as well.

Call the functions listed in the driver description "entry points".
It's more precise than "functions", which could also mean any C
function defined in the driver code.

Working draft of the PSA cryptography unified interface specification.
Eventually this document will be under Arm PSA architecture ownership,
but for the time being this draft is maintained in Mbed TLS.

A symbol has been removed from the mbedcrypto library since the last
release:
mbedtls_ecc_group_to_psa ( enum mbedtls_ecp_group_id grpid,
size_t* bits )
This is an ABI break and we need to increase the SO version.

Executed scripts/assemble_changelog.py and manually fixed style where it
diverged from the instructions in ChangeLog.d/00README.md.
Manually added ChangeLog.d/bugfix_PR3405 which didn't have the .txt
extension as prescribed in ChangeLog.d/00README.md and deleted it
afterwards.

CTR-DRBG and HMAC-DRBG may used the seed differently depending on its length.
To avoid leaks, pass them a constant-length seed.

Pass the "certificate policies" extension to the callback supplied to
mbedtls_x509_crt_parse_der_with_ext_cb() if it contains unsupported
policies. This allows the callback to fully replicate the behaviour
of the deprecated MBEDTLS_X509_ALLOW_UNSUPPORTED_CRITICAL_EXTENSION
configuration.

These fields might be shifted accordingly in `ssl_parse_record_header()`
when receiving a connection with CID, so they require a manual update
after calling the generic `mbedtls_ssl_reset_in_out_pointers()`.
This commit also adds a regression test which is run by all.sh.
