Adds two comments to clarify 1) why an offset is used
in the call to psa_aead_verify() and 2) why the test of
.hits_finish is always 0 in this test case.

This commit alters an ASSERT_COMPARE statement
at the end of the aead_encrypt_setup test. This is to
correct a mistake introduced by the preceding PR.

This commit adds a test called aead_encrypt_setup()
which tests that the relevant drivers get called the correct
amount of times when running the multipart AEAD encrypt
setup API.

The LTS branch hasn't been updated in the contributing guidelines.

As we may offer ciphersuites not compatible with
TLS 1.3 in the ClientHello check that the selected
one is compatible with TLS 1.3.
