We don't know which versions these blacklistings actually apply on
unless we actually get macOS 10.14 and 10.15 into the CI and running
tests, so let's start with that, and then granularize the blacklists
after that.

They fail when enabling synchronous expose events. Disabled for now
until we can look into why, but it's assumed to be an issue with the
test harness/how we hook into Quartz to send/observe events.

It is already blacklisted for 10.8 and 10.9, and is now failing on 10.11
blocking integration.

They didn't show up in the "old" CI runs because they usually pass the second
time they are executed - which the testrunner does. The new CI doesn't do that
anymore, instead we now mark those tests explicitly and will track their record
of passing and failing in the new metrics database.

Remove the insignificant_tests CONFIG option in favor of a BLACKLIST
file. The tests blacklisted have been found using CI builds logs.
