This also allows us to remove all the one off Fence code that we
implemented in all the backend TestContexts

923181b6e3 Improve DDLPromiseImageHelper
Split apart creation of the callback contexts and the backend textures
This allows the texture upload to be done separately on the
   gpu-thread

Add a backendFormat member to the promise image callback context
This allows the promise images to be created in CreatePromiseImages
before the backend textures have been created (i.e., the backend
textures can now be created on the gpu-thread so we have no
guarantee they will be available when the SKP is being reinflated
   w/ promise images)

a865a3aedb Improve DDLTileHelper
TileData now gets a pointer to the final surface
This allows the tile to, once rendered, compose itself into
   the final surface

DDLTileHelper now stores the TileData in a dumb array
SkTArray is overkill and, since TileData*s are being doled
out to threads, we never want reallocation

Added DDLTileHelper::kickOffThreadedWork
The old code only performed DDL creation in parallel. This
entry point also replays the DDLs and composes them into the
   final surface in parallel

6fa62e2ab3 Remove use of GrColorType on GrCaps::getRenderTargetSampleCount.
Additionally this changes removes the version of the call that that takes
a GrPixelConfig.

As part of this change many call sites that were calling getRTSampleCount
to just check renderability have been changed to call
isFormat[AsColorType]Renderable instead. This change has also started to
move us to just checking format renderability (without GrCT) in classes
that are specifically dealing with GrSurface (GrResourceProvider, GrGpu, etc.).

c0bd9f9fe5 rewrite includes to not need so much -Ifoo
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

a8fbeba6cb Add a cap to allow coverage counting or not
We don't want to just disable the "ccpr" path renderer anymore (or
whatever it should be called), because we are adding an MSAA
implementation. This new cap will eventually tell ccpr whether it can
use coverage counting, or if it should just use the MSAA impl.

there's more examples of static flags through the codebase for

2b23c4bf31 Dest color space no longer impacts mipmaps or texture sampling
PS5: Removes SkDestinationSurfaceColorMode, tracking of mipmap
mode on GrTexture, sRGB decode state per-texture. Because we
were often choosing sRGB configs for RGB color types, legacy
rendering would then be incorrect (too dark). So...

PS7: Stops ever using sRGB pixel configs when translating
image info or color type. Also removes a bunch of GrCaps bits
and a GrContextOption that are no longer relevant.

PS9: Adjusts surface creation unit test expectations, and
changes the raster rules accordingly.

At this point, sRGB configs are (obviously) going to be broken.

Locally, I ran 8888, gl, and the gbr- versions of both. Across
all GMs x configs, there are 13 diffs. 12 are GMs that create
surfaces with a color-space attached (and thus, the offscreen
is no longer getting sRGB pixel config). The only remainder
constructs an SkPictureImageGenerator, (with an attached color
space) and renders it to the gbr-gl canvas, which triggers a
a tagged surface inside the generator.

a3ecaf5fcf [skpbench] Use android's perf settings for Pixel C
These are a bit more conservative, but will hopefully come with improved
stability like https://skia-review.googlesource.com/c/skia/+/111740 did.

If this works, we can push the envelope by using the slightly
more aggressive settings found at
https://android.googlesource.com/platform/platform_testing/+/master/scripts/perf-setup/dragon-setup.sh
