The tessellators are now agnostic of the shader class, which makes
them mostly usable by Graphite now. Also moves the code for writing
the middle-out vertex and index buffers into the PatchTessellators,
which makes sense since they also write the instance buffers.

Rather than having this class write directly to a GPU buffer, which
also included an ugly hack to support extra instance data that was not
points, it is now just an iterator style object. This allows the
caller to iterate over all the triangles and do whatever it wants with
them. This is both faster and more versatile.

Rather that recursively running Wang's formula and chopping, we run
Wang's once, divide by the maximum number of tessellation segments,
then chop in a flat loop. The next step will be to share this code
with other tessellators.

This avoids our public includes using a src header file
and messing with SkUtils.h, which apparently was used
by Android. That should be cleaned up in a separate effort.

Implements a BSP tree with NEON/SSE optimizations that tracks
non-overlapping regions. This object can be used batch sets of paths
into non-overlapping draws. Performance on AppleM1 with our existing
benchmarks looks very promising:

This completes the long process of moving all of IRGenerator's code and
data into better homes and finally kills the class altogether. There is
a lot of #include churn here due to poor header hygiene in the past;
IRGenerator.h included a ton of stuff and almost everything included
IRGenerator, allowing us to inadvertently be sloppy with our includes.

The ToolUtils file is getting a bit bloated, IMO. I noticed this when
working on Bazel includes.
Including non-header files is a small nuisance in Bazel, so it
is probably better to just make it its own compilation unit.

This is in prep for compiling with -std=c++14 and -Wno-c++17-extensions
when building with clang. Chrome has encountered problems with
third_party headers that are included both in Skia and other Chrome
sources that produce different code based on whether preprocessor macros
indicate a C++14 or C++17 compilation.
In C++17 they are already inline implicitly. When compiling with C++14
we can get linker errors unless they're explicitly inlined or defined
outside the class. With -Wno-c++17-extensions we can explicitly inline
them in the C++14 build because the warning that would be generated
about using a C++17 language extension is suppressed.
We cannot do this in public headers because we support compiling with
C++14 without suppressing the C++17 language extension warnings.

When profiling with a large `--ms` value, the sample count could become
very large. We would still tell the Stats object that we wanted the plot
string (even though we weren't going to print it). Sadly, creation of
that string is O(n^2), thanks to SkString's allocation behavior.

This centralizes the new color-space parsing into SkCommandLineConfig,

This eliminates the SkSL ErrorReporter class and funnels everything
through the DSL ErrorHandler. Since the DSL error handler can be
changed, this required a number of updates to ensure that things work
properly in the face of custom error handlers. There is probably more
work to be done in that area, but this at least passes all existing
tests.

Move ProgramImpl function definitions into Processor subclass cpp files.
Delete separate h/cpp files.
Modify GrGLSLVaryingHandler::addPassThroughAttribute to break #include
cycle. It now takes a ShaderVar rather than a GP::Attribute, making
it slightly more flexible as the input can be any variable defined
in the vertex shader.

The SkClipOpPriv.h header will be going away soon, but a number of
places still use its kIntersect_SkClipOp definitions instead of the
equivalent SkClipOp::kIntersect. Besides updating these references,
a number of unnecessary includes to SkClipOpPriv.h are removed and
some test cases exercising expanding clip ops are deleted since they
will be unnecessary shortly.

The pathMatrix is applied on the CPU while the geometry is being
written out. It is a tool for batching, and is applied in addition to
the shader's on-GPU matrix. This CL also updates GrPathStencilCoverOp
do do all its path transformations with pathMatrix on the CPU side.
The next step will be for atlases to use the pathMatrix instead of
creating uber paths.

GrVertexWriter is itself a pointer, so this is a double reference.
It's ~20% faster on the micro benchmark to store this as a literal
GrVertexWriter. The motivation for this CL is that we need to optimize
the CPU-side processing for tessellation in order to place the
tessellation atlas above the cached triangulating path renderer in the
chain.

The DSLParser is an alternative to the existing SkSLParser which goes
directly to IR code using the SkSL DSL. It is substantially faster and
simpler than the existing parser->IRGenerator pipeline, but not yet
feature complete nor fully tested.

onCreateProgramInfo needs to know if DMSAA will be rendering to a

Add an overload to SkPathEffect that can be used when the CTM is known
at the callsite. GPU callsites are not handled here, that will be
tackled in a separate CL.
Path effects must implement the filterPath virtual that accepts the CTM,
although they are not obligated to use it. If a path effect does
use the CTM, the output geometry must be in the original coordinate
space, not device space.

Like SkColorFilter, SkShader, etc., this has a public-facing component
(SkBlender) and a private subclass (SkBlenderBase) which can be
obtained via a helper function (as_BB). At present there are no public-
facing methods, but the type needs to be exposed to be usable by the
outside world.
These classes exist for SkRuntimeEffect to subclass. The blender base
provides a `program` method with the parameters that blending will use.
