Renames SDCTask -> RenderPassTask and adds comments describing its
purpose. Has SDC use a DrawList and expose similar drawing functions.
Stubs out all Device methods that will eventually need to be supported,
but groups them into in-scope and out-of-scope sections. Implements the
drawing functions in terms of drawPath() and has drawPath() invoke the
SDC functions (with untested support for path effects, hairline, etc.).

Right now the crop image filter is hidden in src/ and is only used in
a new GM to test out its functionality. In later CLs the plan will be to
migrate individual filter effects away from the built-in crop rect to
composing themselves with this image filter.
Eventually, the crop filter will be made public as part of the
SkImageFilters factories so there can be independent control on input
and output cropping. Its features will also be expanded to support more
tile modes than just kDecal.
Once all other effects rely on this crop filter, the legacy system can
be deleted and the effects can be more easily updated to the rest of the
new image filter API. This crop filter is actually the first image
filter to be implemented only in terms of the new API (and skif coord
space types). This highlighted a few pain points that still exist in
terms of the API, where I have added comments to capture how they could
be improved. Unfortunately, they aren't addressable until the rest of
the implementations have been migrated.

SkVM implements switches as a pseudo-loop; breaks are handled with the
condition mask just like a for loop. Fallthrough is handled via a
scratch Value in a temporary slot. `writeStore` neeeded to be refactored
to support writing into slot(s) without an associated Variable.
At IR generation time, SwitchStatements are now emitted without error
even in strict-ES2 mode. The GLSL code generator currently reports these
as an error in strict-ES2 mode, but this will be fixed in a followup
coming shortly (the switch will be rewritten as ifs inside a one-shot
loop, similar to our IR-rewrite strategy).

Device will own and manage a BoundsManager, which it will use to decide
the sort and test Z's that it passes to the DrawCommandList in its
draw() implementations.
DrawCommandList might end up being owned by the SDC, with the SDC
exposing a similar drawing API. There will need to be some mechanism to
end a DrawCommandList and start a new one (the list moves into an
SDCTask). This would either happen from an external flush call, or in
the rare case where the representable Z values are exhausted and we
have to insert a depth buffer clear and start a new task that depends
on the prior one.

Also, removed "switch containing dead code" test. This wasn't testing
anything meaningful. (When we had full CFG analysis, we could have
eliminated some of the assignments inside the switch body, but this is
not something we do anymore.)

The Mac Radeon GLSL driver crashes when given a switch statement that
only contains a default case and returns a value. Adding a case works
around the crash, and doesn't affect the meaning of the switch.
