This was an experimental feature. It worked (but only the GPU backend).
It was never adopted or used by anyone, to my knowledge. It's a large
amount of code, and a strange corner of SkSL for users to stumble into.

The previous behavior leaked Skia-internal concepts into public SkSL.
Users coming from GLSL will expect that bindable/sampleable objects are
uniform (just like texture2D). This keeps the old support around (and
tested), but updates all of our examples to use 'uniform'.

There is no more 'inout half4 color'. Effects return their output color.
If an effect wants the input color, it must use the (already existing)
approach of sampling a nullptr input shader.
The change is guarded for Chromium (so we can update their runtime color
filters in skia_renderer.cc).
For the GPU backend, FPs can now override usesExplicitReturn to indicate
that their emitCode will generate a return statement. If that's true,
then writeProcessorFunction doesn't inject the automatic return of the
output color, and emitFragProc will *always* wrap that FP in a helper
function, even as a top-level FP. GrSkSLFP opts in to this behavior, so
that the user-supplied return becomes the actual return in the FP's
emitCode.
Adapting the skvm code to this wasn't too bad: It looks fragile (what
happens if there are multiple returns?), but that's not really possible
today, without varying control flow.

Updated GM to draw a row of cases using CTM transform. For positions,
the resulting points are in absolute coordinates, so use a special
shader that takes that into account during the visualization.

They are hashed to uint32_t at the API boundary (SkCanvas, SkVertices),
but making them functionally strings will make the SkSL interaction much
nicer.

Adds structure to the per-vertex (now custom) data.
Attributes currently just have a type, but the next
step is to augment that with semantic flags to handle
transformation logic in the vertex shader.
Added unit tests and GMs that exercise attributes of
varying float counts, as well as normalized bytes.

Adds a 'varying' modifier to the SkSL frontend. Only valid
for pipeline stage (runtime effect) SkSL programs, and only
on variables that are float, or float[2-4].
Runtime effect SkSL can declare varyings. The effect gathers
and reflects them. The GPU backend uses SkShader_Base's new
asRuntimeEffect() to get this data.
GrDrawVerticesOp and its GP get the shader's effect, if any.
They use this to add vertex attributes, varyings, and global
variables (in the fragment shader) of the appropriate width.
The globals have procedurally generated names, based on
their index in the list ("_vtx_attr_%d"). The GP's fragment
code copies the varyings to the globals.
When PipelineStageCodeGenerator sees a varying reference,
it just replaces that with the procedurally generated name
that matches the logic in the op.

This almost gets gms to be iwyu clean. The last bit is around gm.cpp
and the tracing framework and its use of atomic. Will also need a way
of keeping things from regressing, which is difficult due to needing to
do this outside-in.

- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

- remove another allocation use the SkData trick to share
the object and its (trailing) data
- store a bit that tells use to free each pointer, allowing
the builder to "adopt" some allocations instead of copy.
