6644d9353f respect srgb gamma when building mips 
Proposed policy:
- If the target is *legacy* (e.g. L32/PMColor) ignore gamma
- If the target is S32/F16 respect gamma

609623b47f SkMipMap::ComputeLevelSize should only cover SkMipMap's levels. 
SkMipMap only deals with the levels it generates.
That is to day, it deals with mipmap levels 1-x, not 0-x.
Other functions reflect thing when indexing.
They go from 0 to x-1 (giving the index into SkMipMap's contents).

ComputeLevelSize should also follow that same indexing.

44e09ec810 SkMipMap::ComputeLevelSize to return SkISize 
This previously returned SkSize, which had scalar components.
That doesn't make sense for a mipmap size.

f95ff4a37a Add getting the size of a given mipmap level. 
When allocating memory for mipmaps, it would be very handy to know the
dimensions of a given mipmap level.

9cf31f40fb SkMipMap::Build supports 1xN and Nx1 inputs, so remove the special case from the test harness. Update a no-longer-correct comment.

5b9ad7620b Adding anisotropic mipmap levels to SkMipMap.

e0e7cfe44b Change old PRG to be SkLCGRandom; change new one to SkRandom 
The goal here is to get people to start using the new random number
generator, while leaving the old one in place so we don't have to 
rebaseline GMs.

6485b0be74 Switch out random number generator for tests, benches, samples. 
This change makes tests, benches and samples use the new SkMWCRandom PRNG. GMs will be saved for another time, as they'll require rebaselining.
