This fixes a large number of SkSL namespaces which were labeled as if
they were anonymous, and also a handful of other mislabeled namespaces.
Missing namespace-end comments have been added throughout.
A number of diffs are just indentation-related (adjusting 1- or 3-
space indents to 2-space).

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

This started with a search for gammaCloseToSRGB and turned into me
removing a bunch of really crazy bitmap code here. Like DM, just use
SkPngEncoder to encode PNGs. With that change, we don't need the custom
raster pipeline step, and we can remove that (along with several other
unused functions) from picture_utils. (The one remaining function should
just move to tool_utils, but I'll save that for another rainy day).
In getPixel, we can skip ALL of the processing work, and also only read
the one pixel we need. That makes break-on-change feel much faster from
my anecdotal testing.

Most of this is (obviously) not necessary to do, but once
I started, I figured I'd just get it all. Tools (nanobench,
DM, skiaserve), all GMs, benches, and unit tests, plus support
code (command line parsing and config stuff).
This is almost entirely mechanical.

I trimmed the libmicrohttpd sources and defines down to the minimum needed to build and run. This builds and runs on Linux and Android for me.
Request.h was missing an include for SkTypes.h, which supplies the default for SK_GPU_SUPPORTED if not otherwise defined.
To build on Android, exit() -> _exit().
build.py was unused.
