In the build there are some defaults which actually apply to every
use of a built-in target type, but there are some (particularaly
warnings) which apply only to targets controlled by Skia. Currently
these unwanted defaults are magically known to exist and removed
wherever they are not wanted. Instead, create 'skia_' prefixed target
templates and apply these defaults to those instead.

Split the :tests target into a :test target which contains the test
framework and :tests which collects all of the test cases. This allows
for all targets which define tests to depend on :test in order to define
tests, with :tests then depending on all targets which define tests. A
similar split should be considered for gms, samples, and benches.

Also split into include/src/utils.
As external clients still reference the old header locations,
introduce temporary forwarding headers to facilitate the migration.

Looking at audio layer support for Skottie, we need an API to
externalize audio asset loading and playback.
Similar approach to the other resource types for loading, but in
addition we also delegate playback control to the embedder.
First thought: keep it really simple and just emit seek() events.
Positive |t|s for track playback, negative for track off.
The embedder needs to implement state menagement (playing/not-playing)
and optional synchronization (if animation playback is not real time).

Implement a VideoAsset wrapper, used for Skottie video layers. This
requires a non-testlib build target for SkVideoDecoder, hence a
dedicated BUILD.gn.
Add software conversion fallback for SkVideoDecoder, using libswscale.

For each Lottie keyframe, we currently store interpolation
*segments*:
{
t0, v0
t1, v1
cubic_mapper
}
This is quite redundant:
- kf(n).t1 == kf(n+1).t0 for all keyframes
- kf(n).v1 == kf(n+1).v0 for all non-constant keyframes
Refactor to store single keyframe records:
{
t, v
mapping
}
To identify constant keyframes, since we no longer store
explicit hard stops, we now tag each record with a "mapping"
selector:
0 -> constant keyframe
1 -> linear keyframe
> 1 -> cubic keyframe (adjusted cubic mapper index)
This reduces the storage size by 2/5, and yields overall cleaner
logic (as we're no longer back-filling info as we parse).
Also add a handful of unit tests to lock down limit semantics
(keyframe segments are left-inclusive/right-exclusive).

This is a first pass that should help with migrating clients.
The utility implementations of ResourceProvider are still in
skottie - those are going to be harder to move. More likely
that I'll add parallel implementations in skresources, then
we can shift clients over and delete the skottie copy.
I'm planning to use this interface/system in particles.

Skottie already takes an optional client fontmgr at load time, but
SkShaper(HB) currently uses the default fontmgr for fallback.
Plumb the Skottie font manager all the way to SkShaper.
This should give clients more control over font fallback, instead of
relying on the default SkFontMgr.

There is still a bit of manual mucking about with iwyu output to get
things nice, but the checker seems to be doing ok and the process is now
a bit easier. Will see how it goes.
This also pointed out the amount of code behind ifdefs should be
minimized by using the build system and 'constexpr if' when possible.

Skottie doesn't currently build with is_component_build=true. Trying to
build a DLL with skia_enable_skottie=false failed, because we ended up
with a component("skottie") that had no sources. That led to fallback
linker behavior, but no DllMain.
To solve this, and simplify things, move the skia_enable_skottie checks
to the outer scope, and simply replace all the referenced components
with empty groups when it's not enabled. Also fix some fm code that was
assuming it was always enabled.

This should make reproducing certain fuzzes easier between oss-fuzz
and a typical dev's desktop.
This was the most straight-forward way I could think of to
accomplish this. An ideal solution would "compile" a set of
fonts that was not the test set and embed it, but I lack the
domain knowledge to craft such a set.
If this method works ok, we can explore making the font set
more robust and varied.
