Chris Dalton 2b937f54c2 Add MoltenVK_Vulkan bots

Adds a prebuilt MoltenVK framework asset from:

KhronosGroup/MoltenVK.git:0279543e0bb561f8d0166d4030481136bc914fec

And creates bots that use it.

Clone MoltenVK and open with Xcode:

git clone https://github.com/KhronosGroup/MoltenVK.git cd MoltenVK ./fetchDependencies open MoltenVKPackaging.xcodeproj

Edit Common/MVKLogging.h and turn off MVK_LOG_LEVEL_INFO Build the "MoltenVK (Release)" scheme
