We currently skip a few memory64 spec tests; some for missing rebase,
some for unknown reasons.
It turns out that all of the failures are due to missing rebase on bulk
memory or reference types.
This CL documents that in the comment and removes a TODO.

Many tests have a long execution time already, and running them in
stress mode is unlikely to flush out bugs (spec tests are supposed to
check for spec-conform behaviour, and this is unlikely to change if run
multiple times).

Now also skip tests that require large amounts of virtual address space
if tsan is enabled as tsan may cause V8 to create a smaller sandbox
which is then unable to allocate the required amount of memory.

Since the reftypes proposal has shipped, we remove the respective flag
and the code that handled its absence. We maintain a WasmFeature for
reftypes for feature detection purposes. We remove the flag declaration
from tests, and adapt some tests that make no sense without the flag.

WPT and WebAssembly spec tests are not 100% in sync, which means that
there are aspects of the WebAssembly spec that get only tested by WPT.
Up until now WPT was only executed on the blink side, and failing tests
were just ignored. With this CL we add WPT to the existing wasm spec
test setup, so that we run both the spec tests, and WPT.

This adds a new status file indicator "HEAVY" to mark tests with high
resource demands. There will be other tests running in parallel,
but only a limited number of other heavy tests. The limit is
controlled with a new parameter --max-heavy-tests and defaults to 1.
The change also marks a variety of tests as heavy that recently had
flaky timeouts. Heavy also implies slow, hence heavy tests are
executed at the beginning with a higher timeout like other slow tests.
The implementation is encapsulated in the test-processor chain. A
new processor buffers heavy tests in a queue and adds buffered tests
only if other heavy tests have ended their computation.
