To prepare for prototyping shared memory features, all internalized and
in-place internalizable (1- and 2-byte seq strings and external strings)
will always be allocated in the shared old space.
Cons strings, thin strings, and sliced strings remain allocated in the
thread-local space. They are copied over to the shared space when
internalized, as internalization implies flattening, which for these
strings requires a copy already.
To make the in-place internalization threadsafe, updating the map of
such strings is now done with a release store.
This CL does not yet support external strings.

When this is enabled, v8 reserves a large region of virtual address
space during initialization, at the start of which it will place its 4GB
pointer compression cage. The remainder of the cage is used to store
ArrayBuffer backing stores and WASM memory buffers. This will later
allow referencing these buffers from inside V8 through offsets from the
cage base rather than through raw pointers.

Add a new testing tier based on Liftoff. In this tier, the Liftoff
compiler takes an address to a counter, and decrements that counter at
every instruction. When the counter reaches 0, execution aborts.

The flag --trace-ignition-dispatches has been broken for a long time,
since it was not designed to work with bytecode handlers that are
generated ahead of time by mksnapshot. This splits the existing
--trace-ignition-dispatches logic into two separate parts:
1. A gn argument which instructs mksnapshot to include dispatch counting
in the bytecode handlers, and ensures that the Interpreter allocates
the array of counters, and
2. A runtime flag which enables the ignition-statistics extension which
implements the JS-accessible function getIgnitionDispatchCounters().

CallWithArrayLike was optimized in TF only for 'arguments' in inlined
functions. Here we add logic to optimize also in non inlined functions,
enabling the rewriting of Function.prototype.apply(f, [1, 2, 3])
as f(1, 2, 3).

The combination of pthread_rwlock_t and signals causes spurious
deadlocks on Mac (see linked issue).
This adds a cctest which tests this combination. This test is skipped on
Mac, where it would deadlock. This test can be used to document and
further investigate the issue, and test potential fixes.

This CL adds a new %VerifyType compiler intrinsic that can be used
by tests and fuzzers to generate a runtime type check of the given
input value. Internally, %VerifyType is lowered to %AssertType
which is why checks are currently limited to range types.

This CL adds the new AllocationTypes kSharedOld and kSharedMap for
the allocation of objects in the shared heap. An Isolate can be converted
into a shared isolate with Isolate::UseAsSharedIsolate(). Client
isolates can then be attached to the shared isolate.
