Not all environments (like ShadowRealm) would expect console
APIs to present in their globals. Moving console API to
context's extras binding to allow them to be still
snapshotted to not slow down the bootstrap.
The console API is not removed from the global in this CL,
but it is planned to be removed in the later release.

The ScriptOrModule out-parameter is only used by NodeJS since we don't
allow arbitrary objects has host-defined options and they need a way to
keep the options alive.
This CL deprecates the out-parameter and adds helper methods to
address the most common use-cases.
The final fix still requires more fundamental changes on how host-defined
options are handled.

This moves every single class/function out of include/v8.h into a
separate header in include/, which v8.h then includes so that
externally nothing appears to have changed.
Every include of v8.h from inside v8 has been changed to a more
fine-grained include.
Previously inline functions defined at the bottom of v8.h would call

dependency cycles), this is not possible and so those methods have been
moved out of the V8 class into the namespace v8::api_internal.

Clean-up and slightly unify the CodeEvent tags:
* Remove INTERPRETED_FUNCTION_TAG. It was only used for interpreter
trampoline copies, which are used for
--interpreted-frames-native-stack. However, even actual bytecode
compilation doesn't use INTERPRETED_FUNCTION_TAG, so we can remove
it for simplicity.
* The tag used by the above is now the same as for the bytecode
creation event, i.e. EVAL_TAG, SCRIPT_TAG, FUNCTION_TAG or
LAZY_COMPILE, depending on whether this was a script, and eval, an
eager or a lazy compile (respectively.
* Baseline was also using INTERPRETED_FUNCTION_TAG, so now it does the
same thing as above.
* Existing code is now logged as FUNCTION_TAG rather than
LAZY_COMPILE, because we lost the laziness information.
* The SCRIPT_TAG is set based on the SharedFunctionInfo flags, not
the compilation flags, so that eager inner functions are labelled as
FUNCTION_TAG rather than SCRIPT_TAG.

Doing a function call into the logger to decide whether logging is
enabled or not is more costly than necessary.
This CL changes logging to take FLAG_log as main signal whether logging
could be active. If FLAG_log == false, logging cannot be active. In
that case we always call into the logger and perform detailed checks
there.
This CL changes flag-definitions to set FLAG_log if they need logging.

Scopes in V8 are used to guarantee one or more properties during its
lifetimes. If a scope is not named e.g MyClassScope(args) instead of
MyClassScope scope(args) it will get created and automatically destroyed
and therefore, being useless as a scope. This CL would produce a
compiling warning when that happens to ward off this developer error.
Follow-up to ccrev.com/2552415 in which it was introduced and
implemented for Guard classes.

Because of LocalHeap safepoints, our existing assert scopes don't
necessarily maintain the same guarantees as desired. In particular,
DisallowHeapAllocation no longer guarantees that objects don't move.
This patch transitions DisallowHeapAllocation to
DisallowGarbageCollection, to ensure that code using this scope is
also protected against safepoints.

This cl implements tiering up support from Turboprop to TurboFan behind
turboprop_as_midtier flag. More specifically:
1. Scales down the bytecode size when updating the interrupt budget in
optimized code (TP / NCI).
2. Runtime profiler tiers up from TP->TF with --turboprop-as-midtier
3. Looks for the correct code kind when looking for optimized code in
the feedback vector.
4. After servicing the optimization marker continues with mid-tier
optimized code if it exists

without the need to first generating a log file. This makes it easier
to spot errors when the log format changes.

Make --stress-background-compile a V8 flag rather than a d8 flag, so
that it also tests unittests/cctests.
Now, with this flag, every top-level script compile (that fulfills a
couple of restrictions) will be both main-thread and background-thread
compiled, taking the result of the background compile. In the future,
we'll probably want to verify that the two results are equivalent.
One of the necessary changes to allow tests to pass was to introduce a
concept of a "temporary" script (with a temporary script id), which
doesn't get added to the script list. This is to avoid the main-thread
compile part of the stress-test having a debugger-visible side-effect,
e.g. in tests that enumerate scripts. We can't just create new ids for
such scripts, as then script-id expectation files no longer match.

String::NewFromLiteral is a templated function that takes a char[N]
argument that can be used as an alternative to String::NewFromUtf8 and
returns a Local<String> rather than a MaybeLocal<String> reducing the
number of ToLocalChecked() or other checks.
Since the string length is known at compile time, it can statically
assert that the length is less than String::kMaxLength, which means that
it can never fail at runtime.
This also converts all found uses of NewFromUtf8 taking a string literal
or a variable initialized from a string literal to use the new API. In
some cases the types of stored string literals are changed from const
char* to const char[] to ensure the size is retained.
This API does introduce a small difference compared to NewFromUtf8. For
a case like "abc\0def", NewFromUtf8 (using length -1 to infer length)
would treat this as a 3 character string, whereas the new API will treat
it as a 7 character string.
As a drive-by fix, this also fixes all redundant uses of
v8::NewStringType::kNormal when passed to any of the String::New*
functions.

LogWriteDebugInfo can allocate when calculating line ends for source
positions, so make its called, LogRecordedBuffer, take Handles rather
than raw Objects. This also improves its API, as we can change the
maybe-null SharedFunctionInfo argument into a MaybeHandle.

Just a cleanup, should not change behavior, although we will allocate
more handles in some cases.
Also re-orders some of the implementations of the interface to try
and keep things consistent.
Included cleanup: Change CodeEventDispatcher so that it now implements
CodeEventListener, given that it had that exact interface already.
Also remove the macro dispatch to try and make things a bit easier to
read.

The natives blob was deprecated in V8 7.8. This CL removes all related
functionality, including:
- Build system support, i.e.: generation of natives_blob.bin and the
v8_extra_library_files gn flag.
- Related scripts (js2c.py, concatenate-files.py).
- Related API functions (SetNativesDataBlob,
InitializeExternalStartupData).
- Natives bootstrapping logic.
- The InternalArray type (previously exposed through natives).
- Other natives-exposed builtins.
- Inlining of these builtins.
- The dedicated 'uncached external one byte string' type.

Step 3 (this CL) removes these all functionality related to natives
support in V8.
