This change includes two CLs by pliard@chromium.org:
1. http://codereview.chromium.org/9447052/ (Add CallOnce() and simple LazyInstance implementation):
Note that this implementation of LazyInstance does not handle global destructors (i.e. the lazy instances are never deleted).
This CL was initially reviewed on codereview.appspot.com:
http://codereview.appspot.com/5687064/
2. http://codereview.chromium.org/9455088/ (Remove static initializers in v8):
This CL depends on CL 9447052 (adding CallOnce and LazyInstance).
It is based on a patch sent by Digit.
With this patch applied, we have only one static initializer left (in atomicops_internals_x86_gcc.cc). This static initializer populates a structure used by x86 atomic operations. It seems that we can hardly remove it. If possible, it will be removed in a next CL.
This CL also modifies the presubmit script to check the number of static initializers.

This shaves 416+ KB, just under 1% off the size of the debug d8 executable
on Linux (mostly because the CheckHelper functions for assertions were
getting separate copies for each compilation unit). The difference in
release builds is negligible---a size reduction of 0.1%.
Also, change namespace-level 'static const' variables to remove the static
storage class as it's the default.

This refactoring (almost) gets rid of the requirement to get the target
object address for an object pointer embedded in code objects. This is
not possible on MIPS as pointers are encoded using two instructions. All
usages of RelocInfo::target_object_address() are (almost) obsoleted by
this change. The serializer still uses it, so MIPS will not yet work
with snapshots turned on.

Highlights:
- code-stubs-mips.cc
-- use EmitFPUTruncate in place of inline code in several places.
-- use BranchF macro rather than lower-level FP cmp and branch for readability.
-- Port of Sven's r8859 (Implement type recording for ToBoolean) and r8886
(Simplify and optimize ToBoolean handling.)
-- Fix bug in TranscendentalCacheStub::Generate where some regs were not
saved across CFunction call.
-- use updated xxxCFunction macros.
-- update InstanceOfStub to support crankshaft
DoDeferredLInstanceOfKnownGlobal
-- Provide code-patching and I-cache flushing support for generated
code, used for InstanceOfStub under crankshaft (not submitted here).
This requires adding new ExternalReference to src/assember.cc,h
- stub-cache-mips.cc
-- port Danno's r8901 (Create a common base class for Fixed-, FixedDouble-
and ExternalArrays) to mips crankshaft branch.

This is IA32 only for now.
Added a random value to each assembler instance (JIT cookie) to be used for constant splitting. Added safe versions of setting a register with an immediate value and for pushing an immediate value. Used these functions where user controlled immediate values could be emitted in the code stream. I also used it for immediates which are an argument number even though the number of formal arguments is currently limited to 16k.
I found no compares directly with user controlled constants.
I am not sure whether the test is that useful, but it might catch some changes missing constant splitting.

The previous implementation attempted to keep track of the needed
relocation size for deoptimization while generating the optimized
code. That was error prone. This patch moves the relocation resizing
to the deoptimizer as the last step of creating an optimized code
object.
The down side to this approach is that two relocation information byte
arrays are created for all optimized functions that do not have enough
relocation space for lazy deoptimization.

The old version only added extra space when we did indirect calls, but
the problem remains the same with normal calls that can be represented
as a single byte. When doing patching each call will always be at
least 2 bytes long because we use RUNTIME_ENTY as the reloc mode.

Strict mode assignment to undefined reference.
Simple assignments (x = <value>) use CODE_TARGET_CONTEXT.
StoreIC stores its own strictness in extra_ic_state.
The strcitness is propagated as further ic stubs are generated.
Details:
* ReferenceError on assignment to non-resolvable reference in strict mode.
* Fix es5conform test expectation file.
* Add es5conform test suite into .gitignore.
* Fix Xcode project.
* Change implemented in virtual frame code generator, as well as full-codegen
for all architectures.
* Fix debugger test.
* Fix comment for CODE_TARGET_CONTEXT
* Implement remaining StoreIC stubs to be strict mode aware.
* Trace extra_ic_state() for ic code stubs.

objectprint=on (defaults to off) option (which defines OBJECT_PRINT).
2. Added the ability to print objects to a specified file instead of
just stdout.
3. Added a use_verbose_printer flag (true by default) to allow some
object printouts to be less verbose when the flag is false.
4. Fixed a bug in VSNPrintF() where it can potentially write into an
empty char vector.

This change introduces near labels in the assembler, allowing us to
uptimize forward jumps (conditional and unconditional) if we can
guarantee that the jump is witin range -128 to +127.
I changed a large fractions of the existing Labels to NearLabels, and
left out cases where it was not immediately clear if it could be used
or not (not immediately clear means labels covering a large code
block, or used in function calls which we could potentially change to
accept near labels).

Added support for more precise break points when debugging and stepping. To achieve that additional nop instructions are inserted where breaking would otherwise be impossible. The number of nop instructions inserted are sufficient to make place for patching with a call to a debug break code stub. On Intel that is 5 nop's for 32-bit and 13 for 64-bit. Om ARM 3 nop instructions (12 bytes) are required.
In order to avoid inserting nop's in to many places a simple ast checker have been added to check whether there are breakable code in a statement or expression. If it is possible to break in an expression no additional break enabeling code is inserted.
Added break locations to the true and false part of a conditional expression.
Added stepping tests to cover more constructs.
These changes are only in the full compiler.
Changed the default value for the option --debugger in teh d8 shell from true to false. The reason for this is that with --debugger turned on the full compiler will be used for all code in when running d8, which can be unexpeceted.

Remove messages.h from v8.h and include it explicitly in only the few places
it is needed. Many files relied on getting handles-inl.h implicitly from
messages.h through v8.h, so include handles-inl.h explicitly in v8.h
instead.
Remove zone-inl.h from header files where it is not needed, can be replaced
by a forward declaration, or can be replaced by zone.h (specifically,
factory.h and heap.h). Include zone.h or zone-inl.h in header files where
it was implicitly included via heap.h or factory.h. Prefer zone.h over
zone-inl.h in header files where possible by including zone-inl.h in .cc
files.

Calls to RegExp no longer have to be via a call to the runtime system. A new stub have been added which can handle this call in generated code. The stub checks all the parameters and creates RegExp entry frame in the same way as it is created by the runtime system. Bailout to the runtime system is done whenever an uncommon situation is encountered or when the static data used is not initialized. After running the native RegExp code the last match info is updated like in the runtime system.
Currently only ASCII strings are handled.
Added another argument to the RegExp entry frame. It indicated whether the call is direct from JavaScript code or through the runtime system. This information is used when RegExp execution is interrupted. If an interruption happens when RegExp code is called directly a retry is issued causing the interruption to be handled via the runtime system. The reason for this is that the direct call to RegExp code does not support garbage collection.

In the generated code for function.apply there was a loop checking the stack limit for interruption. This loop would call into the runtime system to handle interuption and keep running until there was no interruption. However if the interuption was debug break the runtime system would never clear the interruption as debug break is prevented in builtins are prevented and the assumption here was that returning with the debug break flag set would move execution forward.
Renamed initial_jslimit and initial_climit to real_jslimit and real_climit. Renamed a few external references related to the stack limit as well.
Exposed the real stack limit to generated code to make the stack check when entering function.apply use the real stack limit and not the stack limit which is changed to signal interruption.
Added the real stack limit to the roots array.
