d07a2eb806 Rename ASSERT* to DCHECK*. 
This way we don't clash with the ASSERT* macros
defined by GoogleTest, and we are one step closer
to being able to replace our homegrown base/ with
base/ from Chrome.

a4506cd3f2 Move platform abstraction to base library 
Also split v8-core independent methods from checks.h to base/logging.h and
merge v8checks with the rest of checks.

The CPU::FlushICache method is moved to CpuFeatures::FlushICache

RoundUp and related methods are moved to base/macros.h

Remove all layering violations from src/libplatform

438f49a322 Do not eagerly update allow_osr_at_loop_nesting_level. 
Having debug break points prevents OSR. That causes
allow_osr_at_loop_nesting_level and the actually patched state
to go out of sync.

56a486c322 Use full include paths everywhere 
- this avoids using relative include paths which are forbidden by the style guide
- makes the code more readable since it's clear which header is meant
- allows for starting to use checkdeps

2a4be7067c Refactor the compiling pipeline. 
Goals:
 - easier to read, more suitable identifiers.
 - better distinction between compiling optimized/unoptimized code
 - compiler does not install code on the function.
 - easier to add features (e.g. caching optimized code for osr).
 - remove unnecessary code.

10b45a5bc4 Less aggressive polling when concurrently compiling for OSR. 
Changes include:
- completed concurrent OSR tasks trigger a stack check interrupt.
- polling for completion is now guarded by a stack check.
- circular buffer for completed OSR tasks instead of list.

32ceb91735 Refactor back edge table related code into a new class. 
This is mostly moving and renaming, except for the BackEdgeTableIterator.
Motivation is that the back edges in unoptimized code has nothing to do with the deoptimizer.

151e514930 Simplify installing concurrently recompiled code. 
Instead of overwriting the code entry of the function, we trigger
an interrupt to install the code on the main thread.

7557ca80ba Add --trace-hydrogen-filter flag. 
The flag restricts hydrogen.cfg output to functions passing the filter,
similar to what --hydrogen-filter does for optimization in general.

This is useful for investigating large repro cases where tracing all
functions would lead to an impractically large hydrogen.cfg file, but
restricting optimization using --hydrogen-filter is undesirable
(e.g. because it might cause the issue to no longer reproduce).

23d681c50b Removed RuntimeProfilerRateLimiter class and RuntimeProfiler::IsSomeIsolateInJS. 
Removing the former was basically a consequence of removing the latter. The net
effect is, apart from less code, that the signal sender thread is much more
explicit about its logic now.

f275b36299 Reduced TLS accesses even further. 
Thread the Isolate through FindCodeInCache, FindCodeInSpecialCache and
SetProperty. Reduced the number of TLS accesses while running the Octane
benchmark down to 19% compared to the beginning of the cleanups.

bb0a2ea766 Share optimized code for closures. 
Each SharedFunctionInfo gets an optimized code map to store
one optimized code object per context. When allocating a new
closure we consult this map and check if there is optimized code
that can be shared.

This patch is based on an original patch

75a1fa91ef Reland r11425 "Re-enable optimization for hot functions that have optimization disabled due to many deopts." 
Fix performance regressions introduced in r11425 by
- counting number of function deoptimizations instead of function optimizations,
- packing several counters into one field of shared function info.
