421fd3929d [wasm] Rename {Get,Set,Tee}Local to Local{Get,Set,Tee}
This brings our constants back in line with the changed spec text. We
already use kExprTableGet and kExprTableSet, but for locals and globals
we still use the old wording.

This renaming is mostly mechanical.

PS1 was created using:
ag -l 'kExpr(Get|Set|Tee)Local' src test | \
  xargs -L1 sed -E 's/kExpr(Get|Set|Tee)Local\b/kExprLocal\1/g' -i

PS2 contains manual fixes.

14bfcf7ca3 [mjsunit/wasm] Reuse WebAssembly.Memory objects in stress test
In the atomics stress, the search for sequential sequences creates
lots of new WebAssembly.Memory objects. This memory pressure is not
central to this test, so reuse the same memory to make them less
flaky.

5bdb13297f [wasm] merge js constants file in module-builder
We noticed that almost every call site were loading both files,
the split isn't necessary anymore.

In some message tests, removed the absolute line number to allow future
changes.
