This doesn’t have much practical effect, since the actual
byte contents referred to by `StartupData` are already marked
`const`, but adding the qualifier communicates more clearly
to users that V8 does not perform modifications on the object.
Practically speaking, this also allows for cases in which the
startup data is included as readonly data in the current executable
without requiring a `const_cast`.

Currently the ability to create shared isolates is partially exposed to
API. Instead of fully exposing it, this CL makes shared isolate and
shared heap handling transparent to the embedder.
If a flag that requires the shared heap is true (currently
--shared-string-table and --harmony-struct), the first isolate created
in the process will create and attach to a process-wide shared isolate.
Subsequent isolates will attach to that shared isolate. When that first isolate is deleted, the shared isolate is also deleted.

The implicit copy constructor triggers a deprecation warning if the
struct contains a deprecated field. We can fix this by explicitly
declaring the copy and move constructors and assignment operators
with the deprecation warning disabled.
This CL also adds a test to check that we can indeed call the
constructors and assignment operators, which did not work before.

Asynchronous WebAssembly compilation returns the compilation result
through resolving a result promise. So far the result promise was
resolved through V8-internal APIs. This caused problems, because
resolving promises requires correct handling of microtasks, and
microtasks are controlled by the embedder, and not by V8.
This CL adds an API to allow the embedder to resolve the result
promise itself, and handle microtasks as necessary.

This adds a new struct "OOMDetails" which is passed to the
OOMErrorCallback. It currently holds the "is_heap_oom" bool that was
also passed before, plus an optional "detail" string.
The struct can later be extended without having to change the signature
of the OOMErrorCallback. Removing fields will have to follow the
standard deprecation rules, but this is also easily possible without the
hassle for this initial change.
We modify the deprecated OOMErrorCallback definition and un-deprecate it,
which can be seen as removing a deprecated API and adding a new one in
one CL.

This CL removes registration of CppHeap as a remote tracer, and
revises LocalEmbedderHeapTracer as a switching point between CppHeap
and a remote tracer. Currently it is assumed that CppHeap and a remote
tracer are mutually exclusive and only one can be used at any given
time.

Once CppHeap moves away from EmbedderHeapTracer, it can no longer be
returned by Isolate::GetEmbedderHeapTracer. Blink currently uses
GetEmbedderHeapTracer to trigger GCs. This CL introduces a variant of
Isolate::RequestGarbageCollectionForTesting to replace that.

The new callback does no longer use ScriptOrModule but rather gets the
host-defined options and the referrer name as separate arguments.
This brings us one step closer to deprecate ScriptOrModule and putting
the host-defined options in the script context.
- Add v8::Data::IsFixedArray and cast helpers
- Deprecate HostImportModuleDynamicallyWithImportAssertionsCallback soon
- Add Script::Run entry point that explicitly takes host-defined
options (unused yet)

WebAssembly dynamic tiering should be tested with an origin trial. For
the origin trial the feature flag value has to be loaded from blink.
This CL stores the value of the --wasm-dynamic-tiering flag in the
compilation state, from where it gets passed forward to all uses of the
flag. The flag value gets loaded from blink when a new NativeModule is
created.
