This CL fixes the signedness of rematerialized Numbers from immediates, which was introduced by the original change. Besides, BigInt truncation to zero bits is lowered to Int64Constant instead of NumberConstant of zero, which will flow into the state values directly.

GetIterator on object o consists of two steps:
1) iter = load o[#Symbol.Iterator]
2) call iter
For null / undefined step (1) throws an exception, meaning
step (2) is never reached. Up to this change, turbofan
deopts if for either of the two steps there isn't enough
feedback, meaning that we have a deopt loop for null and
undefined.

assertEquals() compares objects by comparing each property for both
objects. This was done by using Object.keys() which however only returns
enumerable properties.
With this change also non-enumerable properties are compared.
Still, the comparison doesn't require the properties to be equal.
So, if one property is marked enumerable in one object but not the
other, the objects would still be considered equal.
This could be adapted in a follow-up CL if desired.
The prototype is still ignored for the comparison.

Load current Memory start/size off of the wasm instance when entering
fast calls, so they can use that info for whatever they need to do.
Fast calls from JS set the memory to null, and the memory does not
need to be piped from wasm to slow callbacks as wasm always calls
the fast function.

Code for map methods was added a really long time ago but no one ever
brought that to set. Adds new common lowering for both collections and
updates the SetPrototypeHas builtin. My initial testing shows this to
be as much as 50x faster in some cases.

A lot of logic is missing from the Wasm entry for fast api calls.
The majority of the lowering is shared between wasm and js, and uses
the same graph operators, so this adds a common fast api call builder
which can be called from the wasm compiler and the js compiler.

Changes in the reland:
The inital problem was caused by nodes that were removed during SL
because they are no-ops but have an effect on typing (in the repro, this
was e.g. PlainPrimitiveToNumber). The reland introdocues a new operator
SLVerifierHint that is used exclusively in SL to provide hints to the
verifier and that solves this problem. SLVerifierHint also replaces the
previous use of TypeGuard to type constant nodes for the verifier.

This is the first step towards pulling the DefineNamedOwn operation out
of StoreIC.

StoreIC and KeyedStoreIC would then contain helpers shared by their
subclasses, therefore it still makes sense to keep the word "Store"
in their names since they would be generic base classes for both set
and define operations.
- The Lda and Sta prefixes of bytecodes not involving object properties
(e.g. Ldar, Star, LdaZero) are kept, since this patch focuses on
property operations, and distinction between Set and Define might be
less relevant or nonexistent for bytecodes not involving object
properties. We could consider rename some of them in future patches
if that's helpful though.

mjsunit/compiler/deopt-pretenure.js is flaky due to --gc-interval in
some variants.
The flag can cause a variable to be promoted to old space before the
test can force allocation site pretenuring for that variable, which is
essential for the test case.

Allow Wasm to generate calls directly to Fast API C functions.

Now that concurrent inlining is shipping on stable, remove support
--no-concurrent-inlining.
Note that it's still possible to run Turbofan exclusively on the
main thread by passing --no-concurrent-recompilation.

Private method loads are compiled to a named load of a private brand,
which always loads a BlockContext. This BlockContext holds the private
methods common to all instances of a class. TurboFan currently considers
JSLoadNamed to be of Type::NonInternal(). Private methods break this
assumption, since BlockContext is of Type::OtherInternal().
This CL changes the typing of JSLoadNamed of private brands to be
Type::OtherInternal().
